The national fleet has transported 71m tons since January, down 2.68% from the previous year, according to the ministry of industry and trade’s website.
The figure include 30m tons of domestic goods and 41m of imports.
The ministry blamed the fall on the poor shipping market.
The Vietnam Maritime Administration (Vinamarine) said the national fleet would be reduced by 40% by 2015, with tonnage falling to 2.5m dwt.
